Basically, he is brainwashing her and is trying to fuck her. So much for trying to prevent women from being raped

To be honest, he was testing waters, he wanted her and was badly jealous with king but he also knows that she was sexually frustrated for many years as king was in comatose and he had unimaginable charm and [incubus aura] which could make any woman go haywire near him...even though he was controlling it as he wanted to atleast have some talks to know each other before fucking like rabbits...he knew he was a hypocritical bastard but it is just who he is.

The thought of having to hear this mc's thoughts is giving me headache

He understands why the system gave him this quest since there were no good books to read..it was probably blank. That's why most of the crime happened and people died from excessive stressed. This world would already had been destroyed by now if not for his arrival.
