The level resetting really doesn't matter as long as the soldiers damage, health and skill don't resetting. It may even be helpful because having a level 4 reset to level 1 with damage and health of a level 4 would make leveling easier.

This was to prevent high-level players from cheating. Any soldier type that was traded would be forcefully reduced to level one.
