Why wasn't there a genocide of fire nation people when ozai was defeated? Do you actually think bumi and the other elemental leaders would kill every fire nation citizen just because of war fought for over 100 years? yes there's gonna be some stigmas,stereotypes and hate but they wouldn't kill randoms
