I'm assuming you are Russian? Yes, there is historical record written by a US Marine sent to China during the occupations stage of the Boxer Rebellion that specifically states Russian soldiers were engaging in what we would today consider war crimes. Such as public executions of locals suspected of being boxers regardless of their actual innocence. As well as looting of villages and historical artifacts. Included in these writings were the crimes of engaging in violence against women. But this was not exclusive to the Russians as several other nations were recorded doing such things as well, including the Germans. Which leads to your second question, no in our history, the Germans did not come to the rescue of the Chinese. That is something that Bruno has changed in the alternate timeline of this story through his actions. In fact, as previously mentioned there were also records of German soldiers engaging in a number of war crimes as well. Which I mentioned either in this chapter or the following chapters. During our history they pretty much got away with it. But in this story, because of Bruno's interference, the German Army takes measures to punish the offenders among their own ranks, and encourages the other nations to do the same.

No, the Kaiser was the King of Prussia, there was also the King of Bavaria, King of Saxony, etc. You're thinking of the elector princes from the Holy Roman Empire. A very different thing. The German Empire was a federal monarchy. Meaning the Kaiser who was also the King of Prussia was a monarch presiding over other monarchs. Whether those monarchs were Kings, Princes, or Grand Dukes quite frankly depended on the individual German state that was incorporated into the Empire in 1871, and what title the Monarch held prior to losing his sovereignty. There were also other monarchs, like the Von Bentheims, who were Princes whose territory was annexed by other larger realms during the final days of the Holy Roman Empire. They retained the title of Prince even if it was in name only, and these titles were recognized in the German Empire.

I have another shotgun in mind, but it's already invented so he will have to get his father to convince the bundesrat to contract it from a foreign nation.
If issued to the standard infantryman in the German army, such an increase in firepower and rate of fire would overwhelm the enemies charging at the German trenches. Especially if employed in conjunction with a general purpose machine gun, and a submachine gun.
