Danzo has been building the root since the death of the second hokage and you believe he won't be able to amass a couple of jonins, really? this was a plan initiated by tobirama himself, so don't you think he'll get atleast some help cooperation for root? as for clan shinobis do you think that it'd be hard for Danzo, the man who solely eradicated the uchiha clan by himself, to recruit clan shinobis who went unnoticed by their own clan?
