when i was talking about what the puplic would persive as a quirkless hero Im trying to point out that if you gave someone powers that arent quirk based like Scotts mutant gene with laser eyes people wouldn't look at him the way they would a real quirkless hero and that just because the power that the mc gives izuku isn't quirk based in nature doesn't take away from the fact that he gives izuku a power..... Also in this case it doesn't matter how people see Izuku the MC wanted him to be a quirkless hero and thinks "He needs motivation not a quirk" but he doesn't just give him the motivation he gives him power that in this world is on the same level as some quirks. its just all so dumb the author could easily have made the mc only give izuku some ideas and maybe some financial support if needed and then it would be ok IMO. the mc wanted izuku to be a batman/ironman type hero but he made him more like captain America and yet still sees him as that batman/ironman type hero

there is not really a limit to how weak or powerful a quirk is or how much in the case of a quirk that makes you smarter would change your brain your brain could be five times as big but you are only slightly smarter or there could be no real change and you could be the smartest person alive. but none of that really matters since just because the power he was given wasn't a quirk or he wasn't given Reed Richard level iq he was still given a power and just because it isn't laser eyes or Reality Warping doesn't change the fact that no one would look at someone born without a quirk but given magnetos mutant powers and think of them as a quirkless hero

yes but you are missing the point izuku wasn't just raised better or given money his brain/mind was modified to be smarter. if you have two people in this world both born without quirks but you gave one of them laser eyes and both became heroes then only one of them would be seen as a quirkless hero
