If my brain cells don't deceive me and I read it correctly I'm assuming when he made the vow it was to not use cursed energy...? and instead manipulate it? As in change it to something else, if you watched Naruto think of it as instead of using pure Chakra you're changing it to some other element and using that. I think by manipulating the cursed energy to positive/(reverse curse energy?) energy he's not using cursed energy and instead using this positive energy stuff. Sorry if I made that super confusing. ;-; so technically he didn't break the vow?
