I'm pretty sure they mean they were in the venerable plane even back when he was in the sage plane, also they were venerable probably since back when he was in the origin plane maybe even earlier, oh how they somehow manage to continue to underestimate him will always amaze me.
The fact that he could hold back when fighting against others in an arena was nothing less than shocking. Not just that, but he was growing too fast. Most of the people he was currently fighting with were already in the Elemental Venerable Plane while he was still in the Sage Plane, but he is able to fight them and kill them with such ease that it was freakish.
