The way One Piece presents it, the Conqueror's Haki seems like something you earn more than something you get by "destiny." Although many characters like Ace and Luffy seem to have it through genes, it is more the famous "will" that characterizes the series.

I found myself possessing the memories of Fleet Admiral Kizaru, a character from an alternate universe where his convictions aligned with moral justice, culminating in his rise to Fleet Admiral status. Astonishingly, this version of Kizaru had honed his haki skills and even wielded Conqueror's haki. I stood there, utterly dumbfounded. This revelation was the furthest thing from my expectations.

If this seems like an exaggeration to me, I'm not saying that this thing doesn't have the strength to take the lives of Heracles, but that it takes more lives than Excalibur, even when weakened, is an exaggeration. Even with the seals Excalibur is on the edge of the EX range. I would say you should reduce the number of lives that take.
