That's untrue, every mangekyo works, actually the manga said that transplanting a clansman magekyo is enough, the anime translate the thing too close relative.
Moreover, it might be useless if he transplanted Fugaku's eyes into his own so that he can develop the Eternal Magekyo. After all, the requirements to obtain the Eternal Magekyo are rather vague; only stating that one needs to transplant the eyes of a close relative.
