Not really right? Unless I’m remembering wrong, Mew isn’t actually that strong it just has the dna of every Pokémon which allows it to do any move (besides Arceus’)
In the Pokemon world there were still other Pokemons that Alex was very interested in, but even though he had a lot of GP, some of these Pokemon cost tens of millions of GP, others hundreds of millions, and there was even the One Above All Pokemon, Arceus, that Pokemon alone cost more than anything Alex had ever seen in the System store, so for now he would make do with the common legendary Pokemon.

Yeah it seems like another major plot hole. Unless he explains that he let them use it in oasis on purpose, why are they able to use ninjutsu but the mutants can’t use their mutant powers? Or superhero’s use their powers

That’s not why Rock Lee can’t master chakra… hell it even shows him using some in the show (given he can walk on water and such). It was stated he just has bad talent and a low chakra pool. Also, chakra is indeed stored in the body lol. I’m not a big Naruto fan but even I know all this basic stuff, it’s explained fairly early. Everyone’s born with it, but some have way less (Rock Lee) while some have tons (Naruto). Also the more you train your body, you can increase your chakra, since chakra is determined by your physical and spiritual energy. Then when we learn about Kaguya, it’s revealed she’s the mother of chakra. She’s the source of all chakra, and it was passed down genetically. It’s basically life force, if you want to dumb it down. So as I said, it’s stupid they can use chakra but mutants couldn’t use their abilities.
