well, king of gods indra had used kamadev to wake shiva because there was a demon at that time , who had the prophecy to be killed by shiva's son. Parvati who was trying to charm shiva at that time was unaware that indra had given the task to kamadev. Well I think it was stupid idea anyway. I mean you want charm a most powerful being with an arrow whose unconscious move can kill most of the gods.
