I would just wish to have super powers far stronger than the devil fruit could give after all you're basically a monster underwater it's not strange having those powers.
My third wish was to be able to swim/function normally with a devil fruit. With devil fruits being able to give god-like powers, the restrictions would be quite effective for a fish.
