Destroying Uzushio cuts off the future supply of perfect vessels for Konoha's tailed beast thereby weakening Konoha, also being the forebearers of fuinjutsu, Konoha had access to vast quantities of superior quality seals and tags which was also cut off after the fall of Uzushio. If it wasn't for Mito and Kushina the sealing arts in Konoha would have regressed very hard.

There are literally shark people (Hoshigake clan), demons, and jinchuuryki in Naruto and bloodlines are known to cause all kinds of strange physical characteristics. They'd just assume he came from a new/no-name/extinct bloodline clan with physical attributes as a bloodline that survived in his moms genes as recessive until it resurfaced in him, It wouldn't be that big of a shock that the whole shinobi world would unite against him like he's a monster unless he literally acts like sukuna and starts slaughtering a bunch of people. Hell Kakuzu is a famous bounty hunter as a black tentacle tendril monster guy in human form as a rogue nin from takigakure, they don't know it's a technique that causes him to look like that as Earth grudge fear is a secret so they'd assume he either experimented on himself or it's some kind of bloodline. Would villagers and some weaker shinobi consider him a monster? Definitely, but that's basically the same treatment a jinchuuryki would get. Bloodlines causing physical abberations is so common in naruto that I'd HIGHLY doubt it would cause as much trouble as uniting the entire world against him.

I really don't like that it's a 90% debilitation for only a 10% boost. If you get ambushed after a fight there's zero counter play and you just die.
