Yes and no, this sentence has a chicken and egg circuitous effect that is often found in Asian philosophy. Those who truly understand themselves don't lie to themselves or try to twist reality to fit their convenience or ego. Such a person will habitually rely on logic, as they frequently use it to better understand and double-check themselves... Thereby gaining a greater grasp of logic in the process, eventually leading to a true understanding of both. Besides, the commenters before me may be assuming the logic being discussed is the Greek version of logic, which is not necessarily the case.
The prerequisite for a person to understand logic was to have a deep understanding of themselves.

This, while crudely stated, has great wisdom hidden within it. Think about it...It acknowledges the inherent risk of pregnancy for and a permanent connection with said woman, thereby implying that he will accept responsibility for any consequences. On top of that it means that he will exercise restraint and care in choosing any partner because nothing can destroy lives like an unplanned pregnancy with a foolish spouse who doesn't understand that money doesn't grow on trees and can't all be spent impulsively just because they expect the future earnings to fill the pit they just dug. The future is rarely so kind and smooth as to be safely depended on, that is why resources need to be conserved to deal with any vicissitudes. Besides foolish parents beget foolish children that could join the fool of a spouse in digging the debt pit twice (or more) as fast! He has grand plans for this life and looks forward to a long-term partner that can help and share those goals with him. This is the kind of wisdom I'd like to see MORE humans living by. {°ꐐ°}
