when did I say he would cycle fruits, the plan is to get 1 and stick with it
I have a whole page full of characters with cool OC devil fruits but I am seriously lacking regular fighters which doesn't make sense in-game because logically there would be way more regular fighters than devil fruit fighters.

Ya perks can be trained so you use them better they just don't have a level up mechanic, if you want them to improve you have to do something special.
"Perks are special abilities that cannot be leveled up or gained through normal circumstances an example is Spider Man's perks are Wall Crawling and Danger Sense"
