Like Scyther not willing to train hard or finding it boring or like that. A classic example is a child's future career. Their parents can want something but the child may not like to be that. He/She might want to become something else. If the parents forcefully make the child do something, he will only be sub-par, won't put much effort, won't have motivation, and the like...... I am sure everyone knows about it already
2nd reason: Both options have many advantages and disadvantages. Which of them was 100% better is difficult to say. It is better to let Scyther decide how he would like to fight. If you end up choosing a fighting style that Scyther doesn't like, it can cause unnecessary trouble.

Now that I think about it, what happened to the Grimer he caught? He can improve his potential very easily by eating corpses or something..........
The only Pokémon where Alex still had no way to improve his potential was Ditto. But he was sure that it won't be long before he can find or buy valuable items for Ditto. Alex wanted to bring Ditto's potential to Shallow Gold, at least.
