Not really, what I meant by completely master at least one form was that they could use their haki under intense stress unlike the previous Haki users also that they could probably use both common Haki types. Mastering one form of haki doesn't make you admiral level, for example Enel, he is masters Observation Haki but if you take out his Devil Fruit, going by his feats alone, he isn't even Vice-Admiral Level.
His devil Fruit was also not bought from Menthos but from a merchant that found it after its previous host, a Cipher Pol agent, died. Speaking of Menthos, he had managed to sneak true Haki user, as in those that had completely master at least one form of haki, in the upcoming fights to kill Mazino.

That is a logical conclusion but remember that she was given immortality along with a part of Hecate's own soul. Like it is mentioned in the previous paragraph its easier to see this as a Failsafe or at least that is what I remember from the comics. I can't say anything else because knowing myself I will spoil what I have plan.

The event has yet to be fully explore so we don't even know if one Celestial Dragon died at that incident. They could have just attributed it to just a fluke since Celestial Dragons are arrogant and Pirate crew like the Rocks never reappeared afterwards. A case could also be made that the fact that an admiral would be sent if one attacked a Celestial Dragon started after the God Valley incident.
[AN: It was never stated, or at least to my knowledge if they used Vive Card for Celestial Dragons and thinking about it, they should not because they believe no one is stupid enough to attack a Celestial Dragon... usually. There is a difference between learning haki and using haki. When I say learning Haki i mean mastering it as well as learning its existance. It is the difference between Pre Timeskip luffy and Post Timeskip Luffy. He had haki and used it somewhat but you could not say that he learned it at that point in time.

It is true that the Endless have control over the concept that is their name as well as its opposite but outside of Dream and Death, I haven't seen them do it. Side not what is the opposite of Destiny? This is something that has been bugging me everytime I remember the Endless.
'I did not know at the time but now that Destruction has abandoned his duty as an Endless and from what this Prophecy speaks of, I am sure that whoever gains that seed will gain the abilities of an Endless. I still have to figure out what the Chaos part refers to but regardless I MUST HAVE IT!

That's cause he wanted to have a Fanalis body with the appearance like Chika Shiohin from Bleach. Also The World Government rewards anyone with a handsome sum of 100,000,000 Beli for any tip-off about a lunarian's whereabouts so image what kind of money one would get for handing a Lunarian over. Since he has the dark skin and white hair, realistically people would assume that he is mixed race and that Cipher Pol chief would double check since if he is right then it could be big for him.
That Chief simply thought that the top bosses of Eisleymos wanted Mazino because he looked like a Lunarian. Although he was incompetent, he was still knowledgeable enough to not get fired. He had already tested Mazino's blood to see if he was a Lunarian and he was disappointed to find that was not the case as that would have helped to obtain his promotion.
