Gohan was a Galaxy buster, with the defeat of the Androids and Cell, he honestly should've not needed to train. Like, I get you think Chichi is a bad mother, but at this point Gohan is believed to be one of the 3 strongest beings in the universe, his father Goku is stronger than even him and there should be no more threats. Spending his time on studying seems like the clearly better way to spend his time. You are using your knowledge as a fan, who knows future events to dictate your feelings towards a character's actions. Chichi at this point of time would have seen the above decided that Gohan should study. She let Piccolo take Gohan to train because she understood he needed to get stronger at the time.
She certainly was a caring mother.
