Nah, it is the Queen's birthday party, the host is the Queen, so you first greet her than you go in order of importance (king, princes, etc.). If it was the twins' birthday (aka prince and princess) you should greet them first, then king and current queen (which at this moment do not exist) and last the queen dowager. Another example is if it was Amari birthday, you first greet her and her family and then you go greet the royal family (if you are brave enough to show up later then the royal family)
