Maybe because chthon the ancient god uses chaos magic as well? With billions of years spent developing his potential as the strongest ancient god, chthon still only reaches hyperversal through the use of chaos magic, not his divine power obtained from world tree nor his power as god of black magic. Regardless, i still don't see what this has to do with the original point? Ancient gods can be scaled at maximum around low hyperversal, a descendant of them is obviously far worse. Even with an omega level x gene and ancient god inheritance, hyperversal is extremely far fetched. Jean and storm are both omega level mutants, jean without phoenix is stronger being her power is of the spiritual variety, only a beyond omega level mutant like franklin richards has potential to reach an incomplete phoenix in power. Also the maximum potential that is even possible to bring out from ancient god power is multiversal and that would take billions of years (unless actively seek more power from world tree ie. rune king thor,) phoenix force is above outerversal being completely boundless surpassing the world tree entirely and there is an endless amount of incomplete phoenix fragments in the multiverse.
