Uhh in Naruto if you’re chakara points aren’t completely open you can’t use jutsu it’s that simple. it’s the reason rock lee can’t use it there is no opening them. It’s all luck based some people have chakara and some don’t.

If you haven’t noticed the big guy in marvel One above all doesn’t care what happens in his multiverse as long as it continues to exist he doesn’t care ab the gods and humans and who does what where but stealing his job would likely get you a stern talking to and he might even teach you how to create a universe.
