You can't blame her for mistaking cid's strength for using an artifact, he is literally too broken for the world, even the cult which has existed for hundreds of years can't do that, maybe only Diabolos can match his power and her true strength has long been buried in history. Secondly, as the only suspect I think it's normal for cid to be captured and interrogated, the torture part was clearly done by the cults people under Zenon. She hasn't been told about the cults existence by her father, who himself isn't too clear about their strength, and the people of the cult who were supposedly the strongest group were people in the shadows so they won't publicize their power. Under these circumstances Iris was the strongest people on the surface. She used a mithril sword in the fight which I agree is an artifact known for its magic conductivity, but you have to remember that the slime sword of Cid literally has 99% magic conductivity, hence it is technically also an artifact, even a better one than hers in fact. Also as an extra fact on why shadow garden was always blamed, because they don't have any background, the cult is entrenched in all parts of the world and control almost everything in every country, their country can be destroyed easily by the cult, I know shadow garden can do it too, but for them who know more about the depth of the cult are more afraid of them. We can see that a lot of their knights were in the cult, the church is part of the cult, the richest chamber of commerce is controlled by the cult, the prime minister of oriana kingdom is a part of the cult, etc while shadow garden is just starting out, so it's valid to put all the blame on them than make an enemy of the cult. Basically they can't afford to offend the cult.

I don't get the hate for her, she might be a bit paranoid about it, but she just wants people to stop targeting her Kingdom. Her being an enemy of shadow garden and not liking them is also justified, none of them explain anything to her and they are always present when incidents happen, heck Cid in OG even blew a significant part of the capital into smithereens. She wants to be a symbol of strength to protect her Kingdom, that's all.
Iris still maintaining her serious expression says with a small smile "It all started with your sister actually. After she defeated me, easily in fact, I realized something. I realized that I'm still too weak to protect my Kingdom. If I want to make sure that my Kingdom is safe, I needed help.
