The Five Elders stated that the Gum Gum fruit never came into their hands in 800 years, so Who's Who likely found it and was transporting it to the World Government but was ambushed by Shanks. So it was only temporarily in the Cipher Pols hands, but was snatched. It was never truly in their possession.
The current Rubber-Rubber Fruit should be in the possession of the Marines. According to the original records from 1509, the following year, Who's-Who, who was part of CP9 at the time, was tasked with escorting the Rubber-Rubber Fruit to Marie Joie. However, he encountered the Red Hair Pirates on the peninsula, and the outcome is well-known. Therefore, it's highly likely that the Rubber-Rubber Fruit is stored in the Marine's collection.

This is a decade and a half after the last war. There is no early graduation and shinobi are needed less. If we were in the Naruto timeline, you'd be correct.

It's so low because content laws are rather lax here because of the shinobi lifestyle. Kids that young can legally kill people, so the world is naturally a bit fucked.

I have my plans for that. Telling Naruto about the shadow clone sorting, is so he’d had more time for other things. Plus the MC didn’t even want to tell him about the bloodline either. He doesn’t want to deal with the scrutiny. Plus he has quite a bit of time before things get that far.

He knew laptops existed because of Denki but he knew that it would just be better to stay a bit low-key.

The village, if it can even be called that, is massive. After the Pain attack, the village had a crater in the middle of Konoha but that didn't stop city planners and now there is some verticality to the design.
