correction as the strongest it might be the 12th (from the Herrscher of Corruption), Oath of Judah are from the 11th. But still both of those should be able to beat the 7th Divine key user, if we're talking about the user could use the 0th power perpetually.

like I said it's destructive, but not the strongest. The strength of the Divine Keys are heavily dependent on the user. Take Kevin for example he could unleashed the full potential of the Shamash because of his ICHOR gene/form + and his stigma, and any of his descendants got melted by just using The Clever of Shamash (the base form of the greatsword). As for Siegfried he's still couldn't using the Might of An-Utu because he's using the incomplete ICHOR gene and would loosing control of his sanity if he's on that form for too long. As for the strongest Divine Key I still believe it was the Oath of Judah it was made from the 12th Herrscher core in the predated human history of HI3rd, The 13th (because it's Elysia I think nobody in PE have made one) or the 14th (Herrscher of The End, because they lost I think they don't have it too. if they have it, it's the strongest because it's included all of the Herrscher core). Including Theresa there's still nobody could use this Oath of Judah Divine key full potential (using it on the 0th form perpetually like Kevin, without loosing consciousness, loosing his/her reason, without dying and continue the battle). IF there are any (like Kevin using this) it's just gonna be instant win for the Oath of Judah user, He/she just have to sealed all of any type energy world wide, stab with spear, strangle them with chains, bashing them with the weapon (they couldn't move anyway, if they're pure energy like divinity, Herrscher, mythical beings they'll evaporate instantly). Hence the reason why this Divine key are disgustingly nerved.
