Honestly i see it unnecesary. Cause at this point Austin must be almost champion level more or less and the orange islands and the orange league would be even easier. The only excuse i would find for it is to make Austin catch Lapras, but that's it
The masked man isn't an OC but an actual character from the Pokémon Adventures manga, though my version of the masked man is slightly different.

The second school of thought ascribes to Arceus omniscience of all except the divine, but not omnipotence, merely an enormous creative power.
