But if he stays a zombie, he will have to reply on flesh and brains though. And there will be a lot less death to take advantage of without the zombie apocalypse. So he would have to actively kill people to survive. And no matter his choice, he would loose one of his gatest strengths: controlling/summoning zombies. There will be none left. Unless the ones in the system do not get cured? But that seems pretty messed up. Preventing mindless zombies from healing back into conscious people and returning to what family and friends they may have left? Just on the off chance that he may need them in the future?? ... Except Cobra, he can stay locked in eternal servitude forever.

"Hey," the large man, who seemed to be the leader of the group and was walking out front, shouted. "What are you guys doing, asking him questions? You know it's against the rules to try to get any information beforehand. It would make it unfair to all the others."

"As for everything else you said, with rewards creating weapons… none of that was part of the System I created."

That was revealed with his last dream (flashback). Trying to drown out the noise of abuse/domestic violence. And the faceless man saying he always has a choice. The author may not have directly stated that Zain did anything at that time in his past. But considering Kelly's earlier thoughts about how Zain served time in juvie, how he was a murderer... I think his past is pretty clear.
