The leader of the bandits was actually a boy not even any older than the Akatsuki founders themselves. Seija didn't remember him clearly, but she could've sworn that she recognised his distinctive facial tattoos from somewhere, so he must have been a named character.

I suppose. I guess since Jiraya could make Naruto practically S rank in two years it's not impossible for him to do it to Seija either, considering she was trained by her Jonin mother sincea an early age as well. (Not to mention her past life training experience and insight)
