If I’m understanding this correctly, Eren saw multiple future timelines in which he secures a safe future for his loved ones but it’s never a perfect future. There’s always a price meaning he loses someone important to him along the way. So in the end he decides the the timeline that Sasha dies in is the timeline that’s he loses the least in and saves the most people in. He made all his decisions knowing full well Sasha was going to get shot and die but I assume it was the path with the least amount of people that died. His decisions killed Sasha even though he wasn’t the one the pulled the trigger.

A Quick Look on google says Eren killed around 1.6 billion people during the rumbling. For her to say that is a bit funny.
Rias appreciated the irony of him calling himself a devil next to an actual devil but didn't say anything. He probably thought his actions as a mercenary were enough to condemn him, but Rias knew and loved people with more blood on their hands than he could ever have.

Why? Because they do basically nothing. Drinking them makes you just feel awkward because something did happen from drinking it, it was just that what happened was so underwhelming it was barely noticeable.
