Issei is getting better later, he became more mature and actually become very similar to combination of Naruro and Jiraiya later, and actually can said something wise and leading others with wisdom of his own, also you should atleast read to volume 10 to get glimpes of real Issei's characters and reading to volume 25 or atleast volume 20 which is volume where Issei starting to have characters development, seriously it is quite shocking that he actually changed from pervert Mc # 4535366 into the guy who dream for world peace and holding himself back from doing something to the girl until he changes the world into peaceful place.
