What could be the chance that the Alpha of Alphas (werewolf king) would pick a weak Female werewolf as his mate in a werewolf world where strength should be one of the selling points of any werewolf?

What are the odds that a werewolf who is unable to shift would find love in this world where shifting is as important as breathing?

Jasmine the runt of her pack has always been ignored and shunned by everyone around her including members of her immediate family because of her inability to live up to her full potential as a werewolf. She was considered a disgrace by her father and an embarrassment by her clan. You could call her weak and get away with it but can never call her ugly. She was the most beautiful girl in the clan but beauty did not matter to werewolves if you can't shift.

"Mr. Adams, why is your daughter being presented by her brother when you are still alive? I can see you came with your twin girls but not her. Can you give me an explanation? The King asked.
Jasmine was shocked that the king knew about her family even though he had never been to their clan. She wondered if he also knew everyone else in the clan the way he knew her family.
" Your majesty, .......forgive me but my daughter is yet to shift and.....so unfit to be presented to you " he stammered with his body shaking
Jasmine bowed her head in shame as she didn't expect her father to come up with such a reply before everyone else.
"I have made my decision, every other family can go. I have found my mate and as such there is no need for further presentation by anyone " The king suddenly announced with his eyes glued on Jasmine as if he didn't hear anything her father just said.
