Not in this context. Sure, they are both mechanical cosntructs, but they are separated by what they can do and level of autonomy and decision making. A drone is a remote-operated platform, directed through the orders it recieves. It has limited onboard logic, cannot make meaningful decisions, and only performs the exact tasks it’s given. A bot, on the other hand, is a robot. Bots have higher intelligence, built-in decision making, and a level of autonomy that lets them interpret orders to a much higher degree than a drone, adapt to changing situations, and operate without direct human input. For example, you can tell a bot to go collect this metal. They will understand that as you want them to go, cut, collect, and bring the metal to you. A drone will see it as "Go get metal, cant get metal, task failed."

The Strathari were a diplomatic and peaceful people who did not believe in MAD (Mutually Assured Destruction). They tried to use everything they made for good, while still innovating on weapons enough to defend themselves, though not making it their focus. They were inventors, and early on in their history, just like humans, they had seen the effects of MAD. Also, when they experimented with antimatter, they deemed it too volatile to use without extremely undesired side effects.
