Elemental magic is completely different from elemental spells like water making spell (aguamenti), fire-making spell (incendio), etc which are technically conjuration spells. For example, the fire-making spell works by collecting the oxygen in the air to use as fuel to make a small flame, since air is so easily available even the first years can perform this spell. The water-making spell on the other hand conjures water from the nearest source or uses the humidity in the air to make water, this requires a lot more magical power than the fire-making spell that's why it is considered as a Newt level spell even though both the spells are technically the same.

A child's magic is still developing along with their bodies, so messing with such magic without a vast amount of experience and knowledge will only cause damage and the child might also completely lose the ability to use magic. That is why wizards don't try to teach their children any magic before they attend Hogwarts or any other magic school.

They only test Auror's mental defences, they don't go through their every memory, this is a test not an interrogation.

A wizard's metal defence depends solely on their mental strength and the effort they put into building their shields. So you can't tell how strong or weak a person's occlumency is without testing it yourself. But Aurors do have to meet high standards and have routine occlumency tests as they handle a lot of sensitive information.
