that's not the case. byakugan can see it. neji either didn't focused on it or because of plot. byakugan is far more powerful than people give it credit.

the seal started out as that but in the past a conflict between two parties might have changed it. after all otsutsuki clan of moon wiped each other out all for one misunderstanding. so hyuga used this seal to keep others in line.
Although neither Amatsu nor Hinata liked this fact, they knew they were powerless to change this. After all although the caged bird seal seemed cruel, it also protected the branch family from kidnapper trying to take their eyes.
