your guy should do something to stimulate the unlocking of the sharingan in both students, it would make his job easier, thus giving him more rewards and boosting his own growth, he should take all A rate talents and train them as well, cause leaving them out to dry is waste of potential, nothing serious like otherworldly techniques, rather something like better control and element training, he would Grow a strong political backing by powering the village and not just rid him of danzo but also become powerful enough for the seat of kage and then perhaps gain some more by learning immortality or some other important stuff, what's important is to be showing himself training elements one by one so hiruzen doesn't get paranoid or worse

this is an absolute gem, I loved reading every word of it, it's so rare to have a warhammer fiction on this app, let alone one so good, extra points for having zero romance, another point for sticking to the Lore as much as possible even if the war in heaven was never discussed as intensively as you have done, so in short.. he isn't omniscient, the man misses 7 / 10 crimes in Gotham, at worst and 3/10 at best, it's like trying to close a knife slash with a band-aid, simply impossible.
