But I explained somewhere in the earlier chapters that details of things that weren't described in the novel could be different.He wrote the novel, but he didn't make the world. It was made by the goddess who tried to make it as similar as in the novel, while tying the loopholes, without conflicting facts. Which in this case would be codes that a faction ought to have, but didn't. The issue was solved simply by having a set of unofficial codes that were used by everyone.
