No, bell training with aiz skyrocketed his stats in canon. It is mentioned, yes killing the monster or person will give more Exilia than just training but it still works. Bell became level 4 after losing to asterious, no one was killed there. Same with war game, he didn't kill the captain of the apollo familia but still got a massive boost. Exilia comes when you exert a certain stat like agi. Or all of them to it's limit. Falna then gains that experience and stores it as Exilia.
