Urahara literally saw Yammy technically once and replicated it then gave it a name while fighting him. Mayuri has stated he can replicate another person's power or even reishi once he understands it.

That's not true. It's true that we don't see low level people having learned their zanpakuto names but that simply because the story of bleach focuses on the main characters who are own vice captain and above. Hanataro is a 7th seat in the story and he had already unlocked his zanpakuto. I'm not sure but I believe in one of their filler chapters that he even said he unlocked it during his time in the academy.

No Benihimi's shikai ability allows Urahara to control and shape his reiryoku as he pleases. Basically it's a lesser version of his bankai's adaptability. Nake was a technqique he created by observing Ichigo's attack similar to what he did to Yammy the Espada stealing his technique. So theoretically if someone can control their reiryoku as well then they can do what Urahara did.
