That literally means nothing, invisible haki was during pre-timeskip when Luffy didn’t actually know it was a thing, but when he learned it, it became a visible concept (and btw even then it’s still invisible, it’s just highlighted so we can see it, kinda like breathing forms in Demon Slayer)
Buggy move aside, but the bullet still graze his left arm. Bullet is blunt and it wound him, so he need to be careful. If his haki is better & his devil fruit proficiency is higher, he might be able to split a small portion of his body to avoid the bullet.

I think Doffy is most likely on Jack’s level, however the Admirals are closer to people like Katakuri and King imo, both of which would mop the floor with Jack or Doffy.
