I think Cherry's fuse fuse fruit is much like Law's op op fruit. Her haki would need to overwhelm her target's haki by a decent amount to affect their body with her fruit and by that point she'd already be stronger so there isn't much reason to, except perhaps to add insult to injury. As for Big Mom specifically? That monster wouldn't hesitate to rip her own mouth back open.
