No, it is not. This is because both are two completely different myths. In the case of the myth of Zagreus it could be said that it was Zeus himself who wanted to make Zagreus his successor, this in a voluntary way. Subsequently, Hera conspired against Zagreus which resulted in the death of this last one, until he was basically "reincarnated" in the son of Zeus and Semele who was called Dionysus. It depends on the myth, sometimes Hephaestus is just ugly and for this reason Hera throws him out of Olympus, this having as a direct consequence that his leg becomes crippled. Although there are other versions where Hephaestus was born with these defects and for this reason Hera ends up throwing him out of Olympus.
The little newborn was ugly to the point that even if he were judged by mortal standards he would be considered unattractive and that would only be at best. His dark skin was very different from the usual luminous white skin of the gods.
