Maybe but not till later I think it says somewhere that the Hokage and even Kakashi can only make 10 max because when making the clones your chakra is split evenly between the clones so if you make 4 clones they will have 1/5 of your chakra. Water walking is conceptually harder because the water is constantly moving underneath your feet and you’re trying to make your chakra. Keep it solid as the water is constantly shifting. where if you’re walking up and down the tree or a wall it’s not moving at all you’re just trying to stick to it, and if you watch the episode where he’s learning waterwalk, it still takes some a few weeks to fully walk on the river it happens all in one episode, but you can clearly see multiple days passed by before he finally achieve success
