I don't like Targaryens very much but I agree that a central power in Westeros has made some positive changes. But it has to be noted too, that Targaryen's rule in Westeros has been bad as well, with Maegor, the dance of dragons, the Blackfyre, Aerys and finally Daenerys burning of King's Landing.

Although, I don't think the dance of dragons was orchestrated by House Hightower and the maesters to destroy house Targaryen and get rid of the dragon.
