He is taking action as mentioned in his earlier thoughts when he said he and Nabu had located the book and knew exactly where it was. This whole I only want peace, I believe in humanity spiel is just an act. He knows the evils of humanity, knows what people can do with the power gifted to them and has thus created contingencies to deal with that fall out. He is just acting as a naive fool, to lower people's guard so they are more able to underestimate him.
