I think you're misunderstanding Chekhov's character. I would recommend reading until the end of chapter 18 before deciding to drop.

I'm not too experienced in DxD but this was my genuine take on Rias' personality. At least the way I see it is that she was somewhat scheming before Issei changed her. All her peerage members were never given a choice and forced to become a servant under her. Even though she was helping them at their lowest moments, she forced them to become her servant afterward. I see her more as a neutral character, where after Koneko and Kiba's deaths, she slowly changes to become more selfish and logical. Furthermore, I've made a lot of the canon characters more logical that what they should be. For example, the Mittelt, Dohnaseek, and Kalawarna, never respected the power level of beings clearly far stronger than them in canon. They somehow thought that Raynare would be able to 1v1 Rias??? There's a lot of things in canon don't make sense to me and generally wouldn't fit in my story, so I'm planning to tweak them around as I see fit.
