He didn’t beat up Manabu because Katsu didn’t want to antogonize the Student Council President since Manabu told Katsu that he has power/influence within the school. He also didn’t do it because Manabu had already lost and was retreating and since the incident ended with Manabu in the wrong Katsu can use this incident to hopefully get something from him later.
