So, yes. To answer your question. Power is a factor for Tier. To move from Tier 1 to Tier 2, a Star Chaser must fulfill two requirements. 1. Reach a certain popularity (E-List in this case) 1. Have the strength equal to Tier 1 Red Class or above. Following this [Will be explained more clearly when the group is about to rank up] they will be taking a certain step to fully step into Tier 2. [More will be explained when that steps comes which is very soon] Domain is a skill that only those in Tier 3 can accomplish. To be Tier 3, you need a certain level of strength, one that requires the acquisition of a domain. MC has it, but he couldn't become a Star Chaser for a different reason, which should be vaguely explained in the following chapters if you haven't gotten to them yet. He is strong, but his situation is a bit complicated. I'm not sure if this explanation is good enough. Things will definitely be clearer when I get to it. A 'domain' was a skill that a Star Chaser was symbolic of Star Chasers who reached Tier 3 and above. Rarely would one ever be able to achieve such skill at a lower rank.
