His power at the moment is insufficient, but he will do so eventually.
For the past hundred years Orama has been trying to reach into the domain of Thought, with very little progress. He desires to do so not only to hear the thoughts of others but also gain power from every one who thinks, greatly increasing the power he gets with every new sentient being. But at this rate it would probably take thousands of years in order to completely add the domain of though onto his being. Every once in a while he is able to hear the thoughts of his creations, they were born from his imagination so it was a whole lot easier then anybody else.

What I mean by system is like seconds minutes hours days ext. It was an idea of Chronos on how times passes, to be able to quantify it.
The idea of time was conceived by the primordial of eternity Chronos, who declared how time passes and how to quantify it. He appeared out of the void shortly after Nyx along with Ananke. According to his system it had been about two hundred and fifteen years sense Chaos had gone still.

It’ depends if they are on their own realm our not, if they are they could resist it but if not than he could lower there power.
The truth is that Tartarus, Gaea, Pontus and Uranus don't know there true strength. They have never fought with there full strength before, and there was nothing above them on the pecking order that was above them. So if two of them were to fight they really didn't know who would win, but two on one makes the only answer obvious.

Tartarus is more then the primordial of pain, his is the abyss. the pit itself, in order to kill him you would have to eradicate all of the pit which is impossible for anyone but Chaos at the moment.

Orama could feel the ideas of others, every time they used their creativity he could hear it so long as they aren't as strong as him. Though Orama took it a step forward and trains his power so that he could reach into the domain of "thought". Gaea does something similar with using the domain of nature, but nature is a sub domain of the earth so it's easy for her to do. He on the other is attempting to reach up into a domain higher then his own, it would greatly increase his power and ability if he could do this. He has barely made progress in this however, for he can only hear thoughts if they are about him and from his own creations.
