Yeah, that sounds about right, but that's for humans with normal body's. This is a dude with a Tetramand's biology. He doesn't work the same way a human does. Besides, like Tommorow said, it's anime logic.
Picking them up out of the box, I fit two of them on each of me four wrists and then two to my ankles before standing up with a lot more effort than before. They weighed A LOT. I'm pretty sure each of them is around three tonnes which meant I was walking around with more weight than a few double decker buses exerting itself on me. Luckily they're pretty high-tech and only exert the weight on me. Something to do with gravity fields, I think? I don't know, I just overhead All Might speaking to the guy who made them. Nah, his base form is just a smaller Tertamand. So he doesn't look human even when not transformed fully - so in his base form he's still red, still has four arms and eyes, etc, etc.

Oddly enough, everyone he spoke to seemed filled with energy soon after. In fact, everyone he spoke to looked up at him with starry-eyed expressions and a near-palpable awe and admiration that you'd only ever see around super-dedicated/stalker fans around celebrities. All the while he was speaking with some of the crowd, some of them pointed to me while speaking.

It doesn't. But he's the closest thing to All Might in terms of pure physical strength, if we disregard things like the USJ Nomu or AFO or any of AFO's experiments. Besides, this is an anime world and unlike Ben 10 which had a slight sense of realism (in the sense that Alien's had physical limits in terms of potential), Quirks seem to be endlessly able to be developed further. With the right training, anyway.
I lifted one of my arms and slapped him into the floor with a bit more strength than what I'd used to throw him just a moment ago. His eyes went wide once again as my red palm pressed up against the top of his head, forcing him down and straight into the floor. He gave a wheezing breath and twitched...and then nothing else. Nudging him with my foot, I got a groan that told me he was alive and then I looked to the hand that had slapped him down. What kind of body is this? Durable, fast, strong...jeez, this is the whole package. Even with the oddness to it.
