In my Pokemon universe, every human can use Aura. But there are different levels and power of Aura. The basic power of Aura is to strengthen the body, used it as energy to do crazy stuff and most important of all to make a bond link with Pokemon so trainers can communicate with pokemon and give orders to pokemon telepathically.
